Regulation in this area within the county is considered necessary for the following reasons:(1) To maintain stability and healthy competition in the wine industry in Montgomery County. (2) To provide and maintain a sound, stable, and viable three-tier system of distribution of wine to the public in Montgomery County.(3) To promote the public health, safety, and welfare.
