The county commission may establish the Morgan County Department of Archives and History to facilitate the preservation, conservation, and accessibility of the records of Morgan County through the operation of the Morgan County Archives. The Morgan County Department of Archives and History shall be a separate department of the Morgan County government under the control of the county commission. (Act 95-170, p. 232, § 3.)
