(a) In Morgan County, in all criminal and civil cases in the circuit and district courts, the clerk of the respective court shall charge and collect a fee of ten dollars ($10) in addition to all other current costs and charges.(b) The revenues derived from the fees collected pursuant to subsection (a) shall be remitted on a monthly basis to the Morgan County Commission which shall deposit the revenue to the funds and in the proportions as follows:(1) Fifty percent of the revenue collected shall be credited to a law enforcement fund to be utilized exclusively for law enforcement activities in Morgan County, including the funding of the operations of the Sheriff of Morgan County. (2) Twenty-five percent of the revenue collected shall be deposited in a Special Jail Reserve Fund to be utilized from time to time for purposes of planning, designing, and implementing improvements to existing or future facilities in Morgan County for the housing of prisoners. (3) Twenty-five percent of the revenue collected shall be deposited to the General Fund of Morgan County to partially compensate the
