(a) The Pickens County Commission may levy, in addition toall other charges, costs, taxes, or fees levied, on the issuance of licenses onmotor vehicles and tractor trailers of any nature, a fee of up to ten dollars($10) per license plate. The countycommission may also levy a user fee of up to ten dollars ($10) on each licensedecal issued for all watercraft. Thesefees shall apply to applicable vehicles or watercraft subject to registration or transfer of ownership.(b) If the county commission imposes a fee authorized bythis section, the authority shall be exercised in the following manner: A proposed resolution shall be advertisedfor two consecutive weeks in a newspaper of general circulation in PickensCounty. The resolution shall then beintroduced at a regularly scheduled meeting.Should the advertised resolution require amendment, it cannot be approved at the same scheduled meetingat which it is amended, but shall be considered and enacted at a subsequent meeting.(c) All funds received from the fees authorized by thissection shall be placed in a special fund in the county treasury hich it is amended, but shall be considered and enacted at a subsequent meeting.(c) All funds received from the fees authorized by thissection shall be placed in a special fund in the county treasury designated asthe debt reduction fund.
