(a) The proceeds from the tax authorized, less two percentof the actual amount of collection which shall be retained by the stateDepartment of Revenue, shall be distributed to the Randolph County General Fundto be distributed within 15 days of receipt as follows:(1) Thirty-two percentof the proceeds shall be distributed in equal shares to the recognized volunteer firedepartments located in the county and to the Randolph County Rescue Squad, witheach volunteer fire department receiving one share and the Randolph CountyRescue Squad receiving one share, to be used for fire protection and emergencymedical services in the county, as provided in subsection (b).(2) Twenty-four percent of the proceeds shall be distributed to theRandolph County Industrial Development Council.(3) Twenty-four percent shallbe retained in the RandolphCounty General Fund to beutilized as are other county funds.(4) Ten percent of the proceeds shall be distributed to the Randolph County Equine and Agricultural Association to be used to pursue educational opportunities related to andto promote all types of agriculture in Randolph County and its surroundingarea.(5)

Theproceeds shall be distributed to volunteer fire departments in the countymeeting the minimum state standards as determined by the Alabama ForestryCommission and recognized by the Randolph County Volunteer FirefightersAssociation. None of the proceedsshall be used for salaries or to pay members for any performance of dutiesassociated with the department. Anymember fire department which fails to meet the minimum standards shall bedenied its share of the funding. Theassociation shall give noncomplying member fire departments proper notice of all deficiencies and a
