(a)(1) In addition to any courtcosts and fees now or hereafter authorized in Randolph County, the Randolph County Commission, byresolution of the commission, may impose an additional fee in an amount not toexceed fifty dollars ($50) to be assessedand taxed as costs on each civil case and on each criminal case, including trafficcases filed in the circuit court or district court in Randolph County.The additional fees,when collected by the clerk of the court or his or hercollection officers of the courts, shall be paid into the General Fund ofRandolph County to be used by the Randolph County Commission for operating andmaintaining an expansion to the Randolph County Jail. The Randolph County Commission may set and adjust, byresolution, the fees within the limits authorized by this sectionbased on the needs associated with operating andmaintaining an expansion to the Randolph County Jail.(2) These fees shall not be waived by any court unless all other fees,assessments, costs, fines, and charges associated with the case are waived.(b) The fees authorized by this section shall be applied exclusivelyfor payment of the cost of financing, planning,
