The initial installation costs shall be paid entirelyout of the the special recording fees. This section shall not prohibitthe county from using any partof its own funds for the purposeof paying the cost of purchasing, operating, or maintaining, after the initialinstallation, any improvedsystem installed pursuant tothis subpart.(Act 98–592, p. 1299, § 6.)
