(a) The council may select a formal name for the council. The council may negotiate for the countyon all industrial and economic development matters. The council shall formulateand implement plans to promote and foster the industrial development andeconomic growth of all areas of Randolph County and any incorporatedmunicipalities located within the county. Thecouncil shall be entitled to all of the powers, rights, privileges, exemptions,immunities, and authorityprovided by the general laws of Alabamato local industrial development authoritiesincluding, but not limited to, abatement of taxes, issuance of bonds, acquisition, enlargement, improvement, replacement, ownership, leasing, selling, or disposing of properties to theend that the council may be able to promote the creation of jobs and developcommerce and trade within the county and the state. (b) The headquarters office of the council shall be located in RandolphCounty and may be used for a legislative office which may utilize the staff ofthe council for legislative work. y and the state. At the first board meeting in January of eachyear, the board of directors, by a majority vote, shall elect a chair, vicechair, secretary, and treasurer who shall hold office until their successorshave likewise been elected.The council may adopt bylawsto regulate and administer the day today business of the council. In theevent of a vacancy in the chair, the vice chair shall serve as chair until theelection of a successor as chair.(c) Personnel employed by the council may participate in the Employees’Retirement System of Alabama like other employees of the county and maypurchase prior service credit in the Employees’ Retirement System for full-time service rendered to RandolphCounty under the applicable laws and rules of the Employees’ RetirementSystem.
