01Authorizing Mail Order Fee for Renewal of Business Licenses by Mail.(a) The Russell County Commission may establish anadditional fee to be entitled mail orderfee which shallbe set from time to time by the commission to pay the costs of mailing oroverhead relating to business license renewals. The fee shall be collected bythe judge of probate at the time of renewal and paid over to the county generalfund. (b) Each person requiring a state or county businesslicense shall to continue to have the right to pay and receive his or her licensein person without payment of the fee specified in subsection (a).
