21Duties.The motor vehiclelicense commissioner’s duties and responsibilities include the administration and enforcement of: Motor vehicletitle registration, processing, and transfer; motor vehicle ad valorem taxassessment and collection; motorvehicle license and license tag issuance; collectionof any fees or monies due and remitting the proper amounts due to the state andto the county; enforcement of lawsrelating to the above named functions; andthe collection of penalties and assessments imposed for violations of lawsrelating to the same. The functions and responsibilities shall be vested in the motor vehicle license division underthe direction of the motor vehicle license commissioner. The license commissioner shall be responsible for all localmotor vehicle license issuance and taxation duties and responsibilities pertaining to RussellCounty by law including, withoutlimitation: Article 5, commencingwith Section 40–12–240, of Chapter 12, Title 40; Article 2, commencing with Section32–6–51, of Chapter6, Title 32; Chapter 8, Title 32; and Article 3, commencing with Section 40–23–100, Chapter 23, Title40; as those laws may be amended and superseded from time to encing with Section32–6–51, of Chapter6, Title 32; Chapter 8, Title 32; and Article 3, commencing with Section 40–23–100, Chapter 23, Title40; as those laws may be amended and superseded from time to time. Provided further, that the licensecommissioner shall require proof of payment of any federal highway use taxesdue before issuing a motor vehicle license.(Act 85–345, p. 285, § 2.)
