22Mail Order Process of Renewal, Issuance, and Distribution.The license commissioner may mail order process the renewal, issuance,and distribution of license tags with the authority to collect a mail feecharge in such amount as the county commission shall determine from time totime, in order to cover the overhead and expenses of the mail renewal, issuance,and distribution. The procedure authorized by this subpart for the paymentof ad valorem taxes and motor vehicle licensetaxes and the issuance of license tags is optional, additional, andalternative to the procedure now provided by law. Each owner of a motor vehicleshall continue to have the right to pay taxes and to receive his or her tag inperson without the payment of the additional fee hereinabove provided.(Act 85–345, p. 285, § 3.)
