05Preparation of Master Plan and Zoning Regulations.In the preparation of the master plan and zoningregulations, the planning commission shall make careful and comprehensivesurveys and studies of the present conditions existing within the county withdue regard to existing agricultural uses, to land by virtue of its fertility, proximity to watersupplies, and other geographical features as are particularly suited to agricultural uses, to neighboring municipalities, towns, and villages, to thegrowth of subdivisions, to the general population growth of the county, andmake adequate provisions for traffic, recreational areas, and industry, andother public requirements. The planand zoning regulations shall be made with the general purpose of guiding andaccomplishing a coordinated, adjusted, and harmonious development of the county, which will, in accordance with presentand future needs, best promote health, safety, order, convenience, prosperity,and general welfare, as well as efficiency and economy in the process ofdevelopment. Regulations shallpromote safety from fire, flood, and other dangers, the healthful and convenient distribution of population, and the wise well as efficiency and economy in the process ofdevelopment.
