08Zoning Jurisdiction.For the purpose of promoting the health, safety,convenience, order, prosperity, and generalwelfare of the county, the planning commission may divide the portionof the county within its zoning jurisdiction into districts of such number,shape, and area as may be found best suited to carry out the purposes of this article. The planning commissionmay provide within those districts forstandards relating to the use of the land and the types and kinds of structuresthat may be erected in the districts, excluding all buildings having a cost of under threethousand dollars ($3,000), and all home remodeling or modification in the districts performed by the owner. Farm buildings on land zoned agricultural shall also be exempt. The provisions shall be made in accordance with a comprehensiveplan and shall be designed to lessen congestion in the streets and highways; to secure safety from fire, flood, andother dangers; to provide healthand the generalwelfare; to provideadequate light and air; toprevent the over-crowding on land; toavoid undue mixed use of land; and to facilitate the adequate provisionsof transportation, water supply, sewage, schools, parks, provideadequate light and air; toprevent the over-crowding on land; toavoid undue mixed use of land; and to facilitate the adequate provisionsof transportation, water supply, sewage, schools, parks, and other publicrequirements. The provisions shall be made with reasonable consideration, among other things, of thecharacter of the land and district and its peculiar suitability for particularuses and with a view of promoting desirable living conditions, sustaining thestability of neighborhoods, protecting property against blight and depreciation, securing economy in a governmental expenditures, conserving the value ofbuildings, and encouraging the most appropriate use of land and of buildingsand structures throughout the jurisdiction of the planning commission. For the purpose of providing for thedivision of the territory into districts consonant with the conditions providedin this section, the planning commission may make a single zoning plan for allthe territory of the area which lies within its jurisdiction or may make andcertify separate and successive zoning plans for parts of the territory whichit deems suitable for urban or suburban development or which for other reasonsit es within its jurisdiction or may make andcertify separate and successive zoning plans for parts of the territory whichit deems suitable for urban or suburban development or which for other reasonsit deems to have appropriate territorial unity for a zoning plan. Any zoning regulations adopted by theplanning commission may cover and include the whole territory lying within its jurisdiction or any territoryas the planning commissiondeems to be appropriate territorial unit for a zoning plan.
