13Appeals.Any party aggrieved by any final judgment or decisionof the planning commission pursuant to Section 45–57–260.12, within 15 days thereafter, may appeal, which appeal shall rest uponthe contention that the zoning regulationsin question are unreasonable, discriminatory, unconstitutional, or otherwise invalid. The appeal shall be addressed to the circuitcourt or other courthaving like jurisdiction within the county where the affected property of theaggrieved party is located, by filing with the planning commission a writtennotice of appeal specifying the judgment or decision from which the appeal istaken. In case of the appeal, theplanning commission causes a transcript of the proceedings in the cause to becertified to the court to which the appeal is taken.(Act 95–573, p. 1198, § 14.)
