14Advisory Capacity of Commission.This article shall grant to the Russell County Planning Commission all thepower and provisions for planning,zoning, and subdivisions as contained in Chapter 52 of Title11. Notwithstanding the foregoing, the planning commission, on zoning changes, servesin an advisory capacity to the county commission which makes all finaldecisions on zoning changes.(Act 95–573, p. 1198, § 15.)
