(a) This section shall apply to the regulation of the saleand distribution of alcoholic beverages in Phenix City, Alabama, in RussellCounty and Lee County. (b) The governing body of Phenix City may authorize the sale and distribution of draft or keg beer by retail licensees of the Alcoholic Beverage ControlBoard, any law to the contrary notwithstanding. (c) The governing body of Phenix City may authorize thesale and distribution after 1:00 p.m. on Sundays of alcoholic beverages bylicensees of the board, any law to the contrary notwithstanding.
