06Board Powers.The board shall have exclusive management and controlof the fund and all matters connected therewith. The board shall have power to adopt and enforce rulesand regulations as may be necessary to enable the board to carryinto execution the purposes for which the fund is established. The board shall hear and decide allapplications for pensions and relief; itsdecisions in regard thereto shall be final and conclusive and are not subjectto review. Three members of the board shall constitute a quorum for thetransaction of business, but the affirmative vote of three members shall benecessary to adopt any motion or resolution, or to transact any business. The board shall cause to be kept a recordof all meetings and proceedings. Meetingsof the board shall be held in the city hall at such timesas meetings may be calledby the chair or by any two members. Nomember of the board shall receive any salary or compensation for serving as atrustee.
