(a) Any city in the state, whichhas a population of notless than 23,000 nor more than 27,000 inhabitants according to the 1970 or anysubsequent federal decennial census, may adopt the council-manager form ofgovernment by proceeding in the manner hereafter in this part provided.(b) The Legislature findsthat the council-manager form of government has been adopted pursuantto this part and is operative in a Class 5 municipality. It is the intent of thispart to further provide for the council-manager form of government under thispart.
