06Election of First Council; Term of Office.Within five days of the date of his or her receipt ofthe certificate of adoption the judge of probatewith whom the certificate was filed shall call an election to be held on the first Tuesdayin September after the first full month ofJuly following the adoption of this part. The expensesof this electionshall be paid by the city. Beforecalling the election the judge of probate shall cause the city to be dividedinto three districts containing as nearly equal number of people as possible. Candidates shall qualify in the mannerprescribed in Section 45–57A–63.31 and shall have the qualifications andeligibility set forthin Sections 45–57A–63.32 and 45–57A–63.33. Each candidate shall announce if he or she is to become a candidate for mayor, or councilmember at-large, or if he or she desiresto become a candidate for one of threedistrict posts, either District Post 1, District Post 2, or District Post 3. A candidate for a district post shallreside in his or her district. Eachvoter in the election may cast one vote for a candidate for mayor and one votefor council member at-large and one vote for a candidate from the district

Any candidatereceiving a majorityof the total votes cast in the run-off election shall be elected council member from his or herpost. The council member so elected shall take office on the first Monday in October following the election. Each council member shall hold office for three years, but shall serve until his orher successor shall have qualified.
