07Council Members.The council membersprovided for in this subpartshall be known collectively as the Council of the City of Phenix City and shall have the powers andduties hereinafter provided. Thecouncil first elected shall qualify and take office in the manner hereinafterprescribed on the first Monday in October following the date when the electionof all council members is completed, and thereupon the city shall be and becomeorganized under the council-manager form of government provided under thispart, and shall thereafter be governed by this part.
