§ 45-57a-63-22

The city shall have all the powers granted to municipalcorporations and to cities by the constitution and laws of this state togetherwith all the implied powers necessary to carry into execution all the powersgranted. The city may acquireproperty within or without its corporate limits for any city purpose, in feesimple or any lesser interest or estate, by purchase, gift, devise, lease, orcondemnation, and may sell, lease, mortgage, hold, manage, and controlthe property as its interestmay require; and, except as prohibitedby the constitution and laws of this state or restricted by this part, the cityshall and may exercise all municipal powers,functions, rights, privileges, and immunities of every name and nature whatsoever. The enumeration of particular powers bythis part shall not be deemed to be exclusive, and in addition to the powersenumerated herein or implied thereby, or appropriate to the exercise of thepowers, it is intended that the city shall have and may exercise all powerswhich, under the constitution of this state, it would be competent for thispart specifically to enumerate.
