(a) The council by a majority vote of the whole qualifiedmembership of the council shall appoint a city manager, who shall be an officerof the city and shall have the powers and perform the duties in this partprovided. No council member shallreceive the appointment during the term for which he or she shall have been elected, nor within one year after theexpiration of his or her term; norshall he or she receive any appointment as city manager under Section 45-57A-63.62 duringthe term for which he or she shall have been elected.
