If the city clerk of any city which adopts thecouncil-manager form of government holds office subject to any civil service ormerit system, the clerk shall continue to be the city clerk under thecouncil-manager form of government of the city, and his or her successorshall be selected and hold office subject to the provisions of the civilservice or merit system. If the cityclerk of any city which adopts the council-manager form of government does nothold office subject to any civil service or merit system, the council shallelect the city clerk. The city clerk shall give notice of meetingsof the council, shall keep the journal of its proceedings, which shall be authenticated by his or hersignature. He or she shall record infull in the journal all ordinances and resolutions and the minutes of all themeetings of the council. He or her shall also record in the journal anywritten certificates or declarations received by the council under Section45–57A–63.100 and Section 45–57A–63.102.
