The first meeting of each newly elected council for induction intooffice shall be held at ten o’clockin the morning on the first Monday in November next following its election,after which the council shall meet regularlyat such times as may be prescribed by its rules, but not less frequently than once each month. All meetings of the council shall be open to the public.
