At the head of each department there shall be adirector, who shall be an officer of the city and shall have supervision andcontrol of the department subject to supervision and control of the citymanager. Two or more departmentsmay be headed by the same individual. Thecity manager may head one or more departments.Directors of departments may also serve as chiefs of divisions.
