§ 45-57a-63-65

The work of each department may be distributed among such divisionsthereof as may be established by ordinance upon the recommendation of the city manager.Pending the passageof an ordinance or ordinances distributing the work of departments under the supervision andcontrol of the city manager among specific divisions thereof, the city managermay establish temporary divisions.
