The city manager, at least 35 days prior to thebeginning of each budget year, shall submit to the council a budget proposaland an explanatory budgetmessage in the form and with the contents providedby Sections 45–57A–63.91 to 45–57A–63.94, inclusive. For such purpose,at such date as he or she shalldetermine, he or she, or an officerdesignated by him or her, shall obtainfrom the head of each office,department, board, or agency estimates of revenue and expenditures of that office,department, board, or agency, detailed by organization units and characterand object of expenditure, and such other supporting data as he or she mayrequest; together with an estimate ofall capital projects pending or which the department head believes shouldbe undertaken within thebudget year and within the five next succeeding years. In preparing the budget, the city manager shall review theestimates, shall hold hearings thereon, and may revise the estimates, as he orshe may deem advisable.
