As a part of the budget message,with relation to the proposedexpenditures for down paymentsand other proposedexpenditures for capitalprojects stated in the budget proposal, the city managershall include a statement of pendingcapital projects and proposed new capital projects, relating each project torespective amounts proposed to be raised therefor by appropriations in thebudget proposal and the respective amounts, if any, proposed to be raisedtherefor by the issuance of bonds or obligations duringthe budget year.
