The anticipated revenuesand proposed expenditures of each utilityor other public serviceenterprise owned, or operated, by the city, shall be stated in a separatesection of the budget (each bearing the name of the utility); and as toeach utility, any anticipated surplus,if legally availablefor general purposes, shall be stated as an itemof miscellaneous revenue in the budget and the budget proposal.
