There shall be a department of finance, the head ofwhich shall be the director of finance,who shall be appointed by the city manager, subjectto the provisions of anymerit or civil service system applicable to the city. The chief financialofficer of any city which adopts the council-manager form of government whoholds office under any civil service or merit system shall be the directorof finance under the council-manager form of government.
