The director of finance shall have charge of theadministration of the financial affairs of the city,and to that end he or she shall have authority and shall be required to: (1) Compile thecurrent expense estimates for the budget for the city manager.(2) Compile the capitalestimates for the budget for the city manager.(3) Superviseand be responsible for the disbursement of all monies and have controlover all expenditures to ensure that budget appropriations are not exceeded.(4) Maintain ageneral accounting system for the city government and each of its offices,departments, and agencies; keep booksfor and exercise financial budgetary control over each office, department, and agency; keep separate accounts for the items ofappropriation contained in the city budget,each of whichaccounts shall show the amountof the appropriation, the amounts paid therefrom, the unpaidobligations against it and the unencumberedbalance; require reportsof receipts and disbursements from each receiving and spendingagency of the city government to be made dailyor at such intervals as he or she may deem expedient.(5) Submit tothe council through the tsof receipts and disbursements from each receiving and spendingagency of the city government to be made dailyor at such intervals as he or she may deem expedient.(5) Submit tothe council through the city manager a monthly statement of all receipts anddisbursements in sufficient detail to show the exact financial condition of thecity.(6) Prepare forthe city manager, as of the end of each fiscal year, a complete financialstatement and report.(7) Superviseand make all special assessments for the city government, and give notice ofspecial assessments as may be required by law.(8) Collect all special assessments, license fees, and other revenuesof the city for whosecollection the city is responsible and receive all money receivable by the city from the county, state,or federal government, or from any court,or from any office, department, board, or agencyof the city.(9) Havecustody of all public funds belonging to or under the control of the city, orany office, department, board, or agency of the city government, and depositall funds coming into his or her hands in such depositories as may bedesignated by resolution of the council, or, if no resolution be adopted, bythe city manager, y of the city government, and depositall funds coming into his or her hands in such depositories as may bedesignated by resolution of the council, or, if no resolution be adopted, bythe city manager, subject to the requirements of law as to surety and the paymentof interest on deposits, but all such interest shallbe the property of the city and shall be accounted for and credited tothe proper account.(10) Have custody of all investments and invested funds of the citygovernment, or in possession of the government in a fiduciary capacity and havethe safekeeping of all bonds and notes of the city and the receipt and delivery of city bonds and notes for transfer,registration, or exchange.(11) Approve all proposed expenditures; unlesshe or she shall certify that there is an unencumbered balance of appropriationand available funds, no expenditure shall be approved.
