§ 45-57a-63-124

Before the beginning of the budget year, the head of each office,department, board, or agency shall submit to the city manager, when requiredby him or her, a work program for the year, which program shall show therequested allotments of the appropriations for the office, department, board,or agency, by monthly periods, for the entire budget year. The city manager shall review therequested allotments in the light of the work program of the office,department, board, or agency concerned, and may revise, alter, or change theallotments before approving the same. Theaggregate of the allotments shall not exceed the total appropriation availableto the office, department, board, or agency for the budget year. An approved allotment may be revisedduring the budget year in the same manner as the original allotment was made. If, at any time duringthe budget year,the city manager shall ascertain that theavailable income, plus balances, for the year will be less than the totalappropriations, he or she shallreconsider the work programs and allotments so as to forestall themaking of expenditures in excess of the income.
