No officer, department, or agency, during any budgetyear, shall expend or contract to expendany money or incur any liability, or enter into any contract which by its terms involves theexpenditure of money, for any purpose, in excess of the amounts appropriatedfor that general classification of expenditure pursuant to this part. Any contract, verbalor written, made in violation of this part shall be null andvoid. Any officer or employee of thecity who shall violate this section shall be guilty of a misdemeanor and, uponconviction thereof, shall cease to hold his or her office or employment. Nothing in this section contained,however, shall prevent the making of contracts or the spending of money for capital improvements to be financedin whole or in part by the issuance of bonds, nor themaking of contracts of lease or for services for a period exceeding the budgetyear in which the contract is made, when the contract is permitted by law.
