There shall be established three council districts tobe designated respectively as District Post 1, District Post 2, and DistrictPost 3, which districts shall have as nearly as is reasonable, the samepopulation. The designation andboundaries of the initial council districts shall be specifically described andset forth. The two at-large posts onthe council shall be designated as mayor and council member at-large.
