All persons holding administrative office at the timethe council-manager form of government is adopted shallcontinue in officeand in the performance oftheir duties until provision shall have been made in accordance therewith forthe performance of those duties or the discontinuance of the office. The powers conferred and the dutiesimposed upon any office, department, board, or agency of the city by the lawsof the state, if the office, department, board, or agency, be abolishedby this part, or under its authority, shall be thereafter exercised and discharged by the office,department, board, or agency designated by the council unlessotherwise provided herein.
