All contracts enteredinto by the city, or for its benefit, prior to the adoptionby the city of the council-manager form of government, shall continue in fullforce and effect. Public improvementsfor which legislative steps have been taken under laws existing at the time ofthe adoption of the council-manager form of government shall be carried tocompletion in accordance with the existing laws.
