Subject to the provisions of any civil service or merit systemapplicable to the city, any officer or employee whose successor may be appointedby the city manager or by the head of any office, department, board, oragency, may be removed by the manager or other appointing officer at any time,and the decision of the city manager, or other appointing officer, shall besubject to appeals therefrom, if any, provided by applicable law.
