The city manager, the heads of all departments, and other officers ofthe city as may be designated by the council, shall be entitled to attendmeetings of the council, but shall have no vote therein. The city manager may take part in the discussion of all matterscoming before the council, and the directors and other officers shall beentitled to take part in all discussions of the council relating to theirrespective office, departments, boards, or agencies.
