Alabama Legal Code
(a) Following an adjudicative hearing, the municipalcourt judge shall issuean order stating: (1) Whether theperson charged with the civil violation is liable for the violation.(2) If theperson is found to be liable, the amount of the civil fine assessed against theperson, along with the fees and costs of court provided for herein.(b) The orders issued under this section may be filed inthe office of the Judge of Probate of Russell County and shall operate as ajudicial lien in the same manner and with the same weightand effect as any othercivil judgment filed therein.(c) A person who is found liable after an adjudicative hearing may appealthat finding of civil liability to the Circuit Court of Russell County byfiling a notice of appeal with the clerk of the municipal court. The notice of appeal must be filed notlater than the 14th day after the date on which the municipal court judgeentered the finding of civil liability. Thefiling of a notice of appeal shall stay the enforcement of the civil finepenalty. An appeal shall be determined by the circuit court by trial denovo.(Act 2012–326, p. 758, § 7.)
