(a) Members of the council shall be appointed for staggered terms of four years. (b) [Repealed, § 27 ch 36 SLA 1993.] (c) A vacancy occurring in the membership of the council shall be filled by appointment by the governor in the same manner as original appointments, and when a seat is vacated before expiration of a term, the vacancy shall be filled for the unexpired portion of the vacated term.
