The estimate of operating expenses for the legislature shall be included in the annual budget submitted by the legislative council. A summary total by major item shall be submitted by the council to the governor for information purposes in the preparation of the executive budget. All disbursements from legislative appropriations shall be certified by the bonded certifying officer designated by the council.
