In AS 28.15.221 - 28.15.261, (1) 'licensee' includes an applicant for a new driver's license if the applicant's license was revoked under AS 28.15.221 - 28.15.261; (2) 'traffic laws' means statutes, regulations, and municipal ordinances governing the driving or movement of vehicles.
