(a) The department shall review a merger or consolidation petition for content and signatures and shall return a deficient petition for correction or completion. (b) If the petition contains the required information and signatures, the department shall investigate the proposal. (c) The department shall report its findings to the Local Boundary Commission with its recommendations regarding the merger or consolidation.
