(a) The director shall enforce this title and regulations adopted by the board. (b) The director is not a member of the board and may not vote on a matter before the board. (c) The director shall prepare and submit to the board an annual budget for the board that includes funding for administration, enforcement, education, training, and prevention activities under this title.
