(a) The department may adopt regulations to implement AS 08.76.100 - 08.76.590. (b) Before the department adopts a regulation to implement AS 08.76.100 - 08.76.590, the department shall, in addition to any other requirements under AS 44.62 (Administrative Procedure Act), notify licensees of the proposed regulation. After the regulation is adopted, the department shall send each licensee a copy of the regulation adopted.
