(a) The commission shall offer written examinations at periodic intervals but at least once a year. (b) If the commission authorizes the department to contract with a national testing service to prepare, administer, and grade examinations, (1) the commission or its designee shall review the examination and approve its contents; (2) application for an examination may be transmitted by the applicant directly to the national testing service; payment of an examination fee shall be made by the applicant directly to the national testing service's designated representative before the examination is taken by the applicant. (c) An applicant who fails the written examination may request that the examination be reevaluated. The commission shall provide by regulation for a system of reevaluating examinations on request of an applicant who fails the examination. The system provided by the commission may provide for reevaluation by the testing service or by any other person.
