12-803. Parties and scope of action If there is reason to believe that a nuisance as defined in section 12-802 is kept, maintained or exists in any county or city and county, the county attorney of the county in the name of the people of the state or the city attorney of the city in the name of the people of the state shall, or any citizen of the state resident within the county or city and county in this citizen's own name may, maintain an action to abate and prevent the nuisance and to enjoin perpetually the person or persons conducting or maintaining the nuisance, and the owner, lessee or agent of the building or place in or upon which the nuisance exists from directly or indirectly maintaining or permitting the nuisance.
