Redistricting; legislative district designation Notwithstanding any other law, the legislative district that contains the city of Prescott, as the first territorial capital, is designated as legislative district one. If the city of Prescott is located in more than one legislative district, the legislative district that contains the largest percentage of the city's population is designated as district one.
