26-173. Payment of mobilization expenses The department of administration shall provide for payment of expenses incurred by the national guard, state guard and unorganized militia in the event of emergency mobilization. Payment of expenses shall be made from funds appropriated for that purpose. The certificate of the adjutant general that the expenses are necessary and were actually made in an emergency is conclusive proof of the validity of the claim.
