28-2008. Duplicate certificate of title, permit, registration card or license plates A. If a permit, registration card or license plate is lost or mutilated or becomes illegible, the person entitled to the permit, card or plate shall immediately apply for and obtain a duplicate or substitute permit, card or plate by furnishing information satisfactory to the department. B. If a paper certificate of title is lost or mutilated or becomes illegible, the person entitled to the certificate of title may apply for a duplicate or substitute certificate of title by furnishing information satisfactory to the department. The department may implement procedures related to the issuance of a duplicate paper certificate of title.
